Just before the end of the last school year, the principal of Oakland's Bay Area Technology School, Hayri Hatipoglu, suddenly resigned. At least four other senior staff and two of the charter school's five board members also abruptly quit. As a result, the organization was thrown into chaos. And then Hatipoglu disappeared. According to several sources, he left the country with his family for Australia, where he is a citizen.
Afterwards, the Oakland Unified School District, which is responsible for overseeing the BayTech charter school, opened an investigation. BayTech's three remaining board members also hired an independent party to carry out their own internal review.
While OUSD and BayTech have both attempted to keep the mini-crisis under wraps, the Express has learned that BayTech's three remaining board members are accusing Hatipoglu of defrauding the school. They allege that Hatipoglu surreptitiously changed his employment contract to provide himself with three years' worth of severance pay totaling about $450,000, an unusually large sum for a small school with an annual budget of approximately $3 million. His previous contract provided for only six months of severance pay, a standard in the education sector.
"We believe he changed his contract," said BayTech board member Fatih Dagdelen in a recent interview. "According to his contract, he'd get paid a six-months salary if he resigned, but all of a sudden his contract said he'd get paid two-and-a-half years further."
As to why Hatipoglu resigned, Dagdelen declined to say, but he added, "we have a lot of evidence and believe there's a fraud."
Hatipoglu has countered that he did nothing wrong. Instead, he alleges that Dagdelen and two other BayTech board members are part of a "shady network" trying to "take over" the school.
In an unusual and unsolicited email to the Express sent on June 28, Hatipoglu wrote that the school's Turkish board members conspired to punish him for his decision to break ties with a Southern California-based nonprofit. The nonprofit, Accord Institute, happens to be controlled by the followers of a powerful Turkish imam who leads a global Islamic political force called the Gülen movement.
Founded in the 1970s by the religious leader Fethullah Gülen, the Gülen movement is an Islamic-inspired social and political force that globalized as its followers immigrated to Europe, Australia, and the United States. The Turkish government considers the Gülen movement a terrorist organization because its members helped organize the 2016 coup attempt against President Recep Erdogan, and Erdogan has ordered thousands of Gülenists jailed. (The U.S. government, however, does not classify the Gülen movement as a terrorist organization.) Fethullah Gülen currently lives in self-exile in Pennsylvania, but he's considered one of the most powerful men in Turkish politics. His followers also set up and operate one of the largest chains of charter schools in the U.S. BayTech is one of these schools.
Former BayTech staff told the Express that for years there have been questionable financial practices at the school. They also confirmed that leading up to Hatipoglu's departure, there appeared to be a split between the school's Turkish directors and the former principal, but the cause of the falling out wasn't apparent. Non-Turkish staff and board members at the school said they have mostly avoided inquiring into the school's links to the Gülen movement.
But over the past decade, OUSD received multiple complaints asking that BayTech's rumored ties to the Gülen movement be closely examined. BayTech's leaders condemned these critics, however, calling any attempts to question the school's ties to Fethalluh Gülen's followers a form of discrimination.
At the OUSD board meeting last November, when BayTech was seeking to renew its charter, several members of the public questioned why the school district hasn't investigated. Hatipoglu responded angrily at the meeting by denying any link to the Gülen movement.
"It's worrisome for me that politics and education are in the mix here because whatever BayTech does, it goes through district oversight, state oversight," Hatipoglu said. "Is there one concrete example? Show me. It's all about slander."
According to Joshua Hendrick, a professor of sociology at Loyola University Maryland, many followers of Fethullah Gülen actually deny being part of the movement. This is especially true of Gülenists who have organized charter schools in the U.S.
OUSD officials have largely ignored BayTech's links to the Gülen movement, and the district had declined to investigate the school. But now, following the departure of the principal and other staff and allegations of fraud, OUSD confirmed that they've opened an investigation.
"OUSD takes seriously any allegations of financial mismanagement in our schools," district spokesperson John Sasaki wrote in an email. "As the charter authorizer, we have been informed of allegations of financial impropriety at BayTech."
According to BayTech's board meeting minutes from July 20, OUSD sent the charter school a Notice of Concern that outlines potential fiscal and managerial problems at the school.
Just eight months prior, OUSD's charter schools oversight office concluded that BayTech was fully in compliance with all fiscal controls. In a memo to OUSD's board, Superintendent Kyla Johnson-Trammel and Silke Bradford, who led OUSD's office of charter schools until February, wrote that allegations made against the school regarding fiscal mismanagement were "completely unfounded."
Johnson-Trammel and Bradford also wrote that claims that BayTech is linked to the Gülen movement — which the FBI has investigated for misusing public funds — are false. They concluded that critics of the Gülen movement who pointed out the school's ties were "racist." Following this assessment, OUSD's board renewed BayTech's charter to operate.
But BayTech's direct links to the Gülen movement are readily apparent.
BayTech, which is run by the nonprofit Willow Education foundation, was founded with a $450,000 state Department of Education grant in 2003 by Suleyman Bahceci, a prominent member of the Gülen movement who has set up other charter schools in Texas, Utah, and Southern California.
Bahceci didn't respond to an email seeking comment for this report.
Robert Amsterdam, an attorney working on behalf of the Turkish government, has identified Bahceci as one of the Gülen movement's key organizers in the U.S. charter school industry.
"Charter schools are free money for them," said Sharon Higgins, an Oakland resident who has closely followed the Gülen movement's expansion into the U.S. education sector. "If they get a school opened, they can bring their members to the U.S. They have a lot of H-1B visas to get their members here, so it's a way to increase their membership in the U.S. and tap into public funds."
Willow Education has obtained numerous H-1B visas to hire teachers from Turkey and other countries where the Gülen movement is strong. According to U.S. Department of Labor records, since 2009, Willow Education used 29 separate visas to hire math, science, English, and Turkish language instructors.
One of these visas was assigned to Hatipoglu. He immigrated to the U.S. from Australia, although he is of Turkish origin. Former BayTech staff told the Express that Hatipoglu took over BayTech at a time when the school was struggling financially and that he was able to turn it around. Parents and teachers at the school told the Express that the school has excelled academically, even if BayTech has run into management and financial problems.
In addition to Bahceci, other past BayTech staff and board members have obvious ties to the Gülen movement, according to records and interviews.
One key link is through the Accord Institute, a nonprofit charter school management company that was established by Bahceci and other Gülen movement members.
In Los Angeles, the Gülen movement set up several charter schools called the Magnolia Science Academy. These schools were audited in 2014 and 2015 by the Los Angeles Unified School District's Inspector General and the California State Auditor. Both series of audits found numerous problems including weak financial controls, bad record keeping, and mismanagement. The Magnolia schools were found to be paying Accord hundreds of thousands of dollars a year for services, but it's unclear what Accord did with the money. In addition, Bahceci ran Magnolia schools when the lucrative contracts with Accord were signed, and then he later moved back to Accord. Auditors ultimately found nothing illegal in the dealings, however.
Baris Cagdaser helped found Willow Education and BayTech alongside Bahceci and served on BayTech's board until 2012. Cagdaser was also on the Accord board of directors with Bahceci. And Accord's current CEO, Matt Avsaroglu, was a cofounder of BayTech and worked there until 2009.
Like the Magnolia schools in Los Angeles, BayTech also had a relationship with Accord, although it's unclear how much BayTech was paying them. BayTech hasn't posted financial information about its dealings with Accord on the school's website. Additionally, BayTech is missing copies of its board meeting agendas and minutes from years prior to 2009, and hasn't posted minutes for any other board meetings held prior to August of last year.
Hatipoglu alleges that he's a victim of retaliation by BayTech's three Turkish board members because he tried to cut ties with Accord. In his email to the Express, Hatipoglu wrote that last year he moved to have Accord's contract terminated due to the controversy around its dealings with the Los Angeles Magnolia schools. But according to Hatipoglu, Accord's CEO responded by retaliating. "He indicated to me that I made a huge mistake and that I would pay."
Several calls to Accord went unreturned.
At BayTech's board meeting on Monday, two of the school's three remaining directors, Dagdelen and Volkan Ulukoylu, declined to say whether the school is linked in any way to the Gülen movement. In response to Hatipoglu's allegations about a "shady network" trying to control the school, Ulukoylu said he had "no idea" what the former principal was talking about.
Dagdelen said he couldn't comment further about Hatipoglu's alleged fraud, but he added that just three days after BayTech opened its investigation, Hatipoglu appeared to have left the country.

  • BAY AREA TECHNOLOGY SCHOOL

The Bay Area Technology School violated state education laws when it required students and their families to purchase uniforms, graduation tickets, and caps and gowns, according to the Oakland Unified School District. All students were made to purchase uniforms from the Oakland charter school only, a violation of the education code.

Graduating 8th and 12th graders were made to purchase caps and gowns from the school, and their family members were required to buy $10 tickets to attend the ceremony.

These practices went on for several years, according to school staff who asked not to be identified for fear of retaliation. BayTech even warned parents on its website that students would only be allowed to wear BayTech branded jackets, sweaters, and shirts, and that students could face discipline if they didn't don the clothing.

The proceeds BayTech collected from these illegal activities amounted to thousands of dollars, said several sources. It's unclear what the school's administration did with the money.

OUSD authorities ordered BayTech to put a stop to these practices on June 8, according to a notice of concern sent to the charter school's board and interim co-principals by Leslie Jimenez, OUSD's charter school coordinator.

In a separate notice of concern sent a week earlier, OUSD officials warned BayTech leaders that they repeatedly violated California's Brown Act, which requires that charter schools provide public access to meetings because they receive public funding.

According to OUSD, BayTech's board convened meetings in February that were essentially secret because no notices or agendas were posted to inform the public.

The school board also convened meetings via email without notifying the public. The purpose of one of these online meetings was to recruit a new board member. The potential replacement was a Richmond resident originally from Turkey.

In March, BayTech's school board failed to post agendas for two separate board meetings on BayTech's website. And in May, the board posted an incorrect date for a board meeting and then issued an agenda after a mandatory deadline, thereby hampering the public's ability to participate.

Furthermore, OUSD found that three of the school's board members withheld documents from two board members. The recent notice of concern sent by OUSD to BayTech didn't identify which board members were prevented from accessing the records, or what specifically the records pertained to.

The numerous financial and transparency violations came to light after OUSD announced that it was investigating BayTech for mismanagement.

The district's investigation was initiated after BayTech's principal, Hayri Hatipolgu, suddenly resigned at the end of the past school year. Several other senior staff also quit the school, and two board members, Alretta Tolbert and Gina Miller resigned, as well. The sudden departure of the board members and staff have thrown the school into chaos.

The three remaining board members, Fatih Dagdelen, Kairat Sabyrov, and Volkan Ulukoylu, are now accusing Hatipoglu of defrauding the school by surreptitiously changing his employment contract to give himself a three-year payout worth hundreds of thousands of dollars if he resigned, instead of a six-month payout worth much less.

Hatipoglu has fired back at the three remaining board members by accusing them of being part of a "shady network" that is trying to "take over" BayTech. But since he resigned, the Express has been unable to contact Hatipoglu.

Looming over the school's management crisis is its relationship to a larger network of charter schools that were established by followers of Fethullah Gulen, a Turkish imam who has been accused of plotting the 2016 coup against the Turkish government. Gulen resides in Pennsylvania.

BayTech's three current board members are all Turkish. When asked at the school's board meeting earlier this week if the school is linked to the Gulen movement, both Dagdelen and Ulukoylu declined to answer.

According to OUSD records, the district is reviewing BayTech's finances to see if any money was misappropriated. Hatipoglu's employment contract is also being examined to determine if the allegations against him are true.

BayTech's first day of school is August 13 and the school has hired an interim CEO to assist with reconstituting the board and getting the organization's affairs in order. OUSD is also considering appointing a board member to BayTech.

LA County BOE Conditionally approves Magnolia Science Academy after 3 hours deliberation

It was the COUNTY of Santa Clara BOE that held Caprice Young and Magnolia Schools accountable.  Eventually the Magnolia Science Academy in Santa Clara closed they failed to meet many standards including a location.  Better the county overseeing than the State.

"The county’s Board of Education, which is now the authorizer of these charter schools, acted against the recommendation of the L.A. County Superintendent of Schools and her staff as well as LAUSD on Tuesday."

"“Overturning the superintendent and staff is not something that I take lightly, but here we had a situation where the admittedly serious fiscal problems were under resolution under (Magnolia Public Schools’ CEO and Superintendent) Caprice Young,”

"County staff recommended denying the petitions for a series of reasons, including “potential civil liability for the county board” as a result of Magnolia Public Schools’ “clear pattern of poor fiscal management” and a “pattern of failing to respond in a timely manner to its (previous) authorizer,” which was LAUSD."

"not all student subgroups at the schools have shown increases in academic achievement over the past two years, according to the L.A. County Office of Education staff. County staff also noted at Tuesday’s meeting that enrollment has been declining at the three schools and called the attrition rate of African-American students at the Magnolia Science Academy 3 in Carson “alarming.”

Three Magnolia Public Schools, including two in the San Fernando Valley, were spared from potential closure after a county board voted this week to renew their charter school petitions on appeal.
The Los Angeles County Board of Education voted 4-1 Tuesday to renew the charters of Magnolia Science Academies 1, 2 and 3, located respectively in Reseda, the Lake Balboa area and Carson through June 2022. Two months ago, the Los Angeles Unified School District’s Board of Education denied their renewal. The three college preparatory schools, which are part of a network of 10 public charter schools in Southern California that emphasize math and science, serve about 1,400 sixth- through 12th-grade students in economically disadvantaged communities.
The county’s Board of Education, which is now the authorizer of these charter schools, acted against the recommendation of the L.A. County Superintendent of Schools and her staff as well as LAUSD on Tuesday.
“Overturning the superintendent and staff is not something that I take lightly, but here we had a situation where the admittedly serious fiscal problems were under resolution under (Magnolia Public Schools’ CEO and Superintendent) Caprice Young,” said Doug Boyd, president of the county board who voted in favor of renewal, on Thursday. “Since she got here in January 2015, we’ve seen major improvement in every single area questioned or the problem has been completely resolved.”
• RELATED STORY: Magnolia charter schools fight to stay open after LAUSD ‘death sentence’
Boyd said he was impressed by the “very strong” academic performance of the schools’ students, including high graduation and college-readiness rates.
County staff recommended denying the petitions for a series of reasons, including “potential civil liability for the county board” as a result of Magnolia Public Schools’ “clear pattern of poor fiscal management” and a “pattern of failing to respond in a timely manner to its (previous) authorizer,” which was LAUSD.
In addition, not all student subgroups at the schools have shown increases in academic achievement over the past two years, according to the L.A. County Office of Education staff. County staff also noted at Tuesday’s meeting that enrollment has been declining at the three schools and called the attrition rate of African-American students at the Magnolia Science Academy 3 in Carson “alarming.”
In October, LAUSD’s Charter Schools Division cited the Magnolia schools’ “failure to timely respond” to document requests from LAUSD’s Office of Inspector General, which has been investigating Magnolia Public Schools since September 2014, and the Fiscal Crisis Management Assistance Team, an external state agency that provides financial oversight. District staffers said that Magnolia Public Schools’ “repeated failure” to respond in a reasonable time frame to information requests “limited the district’s ability to fully oversee the fiscal and business operations” of the nonprofit.
Had the L.A. County Board of Education rejected renewal of the schools this week, the nonprofit charter school group could have appealed the decision to the state. The state appeal would have been its last recourse to avoid closure other than pursuing litigation, Young said.
“We were given a real opportunity to refute the misstatements and to add in the facts that were in our favor that had been left out, such as the fact that we have a near 100 percent graduation rate and our students graduate college ready,” Young said Thursday.
Each of the three schools has at least a 98 percent graduation rate and among the students who do graduate, more than 80 percent meet University of California and Cal State University eligibility requirements, according to the national nonprofit GreatSchools.org.
Young, a former LAUSD school board president, called the concerns of the county’s Office of Education and LAUSD staff “unfounded” but said the group will “continue to provide information to any oversight bodies and overseers that they request.”
The governing board of Magnolia Public Schools currently has three vacancies that it hopes to fill with community members, Young said.
The affected Magnolia schools in Reseda and Van Nuys were in the top 3 percent of all high schools in the nation, according to an April issue of U.S. News & World Report. The Magnolia school in the Lake Balboa area was also identified at the time as the top-ranked charter high school within LAUSD boundaries.
The government of Turkey has alleged that Magnolia Public Schools has inappropriate ties to a Turkish national Fethullah Gulen, who has been charged in absentia there for allegedly trying to destabilize the Turkish government. Young, who called Turkey’s allegation a “frivolous political vendetta” that has nothing to do with the local students, said the L.A. County Office of Education staff and its board “were smart enough” to realize that was not a real issue.
“We feel vindicated and just happy to be able to educate our kids,” Young said of Tuesday’s decision. “The county recognized that we’re doing a great job in collaboration with our families.”

A little-known county board overruled its own staff and the powerful Los Angeles Unified School District this week to allow three embattled charter schools to remain open.
The reprieve represents a full turnabout for Magnolia Public Schools, which faced the shutdown of its campuses after L.A. Unified moved against them in October.

Turkish Gulen Schools DENIED RENEWAL - 3 Magnolia Schools cite "politics" and "ethnicity/religion" Caprice Young fraud FBI -ATTORNEY GENERAL

Aside all futile attempts by expensive mouthpiece lawyer from Minny, Young & Corr, and a last ditch attempt to use ethnic and religion as a reason for denial the proof is in the fiscal management and overstatement of SBAC scores.  2 years ago Magnolia was pushing API scores but the new and improved testing...something pushed by the gaggle of boards that CEO Caprice Young serves on (profits disguised as non-profits) like Fordham Institute <---which is nothing but a group of profiteers that want educational reform aka privatization of public schools.

Hey its called "ACCOUNTABILITY" Asswipe Jerry Simmons, Magnolia Science Academy has lied about finances and about achievements for 14 years.   Caprice Young may be delusional and believes she can play to the media with her expensive Larson Communications.  Caprice can bark all day long that Magnolia answered all the CDE, OIG and FCMT inquiries but the proof is in the documentation, Caprice & Co., was spared the testimony of 4 more departments because the real 1,000 lb gorilla in the room was the fact that Magnolia Science Academy is and has been a troubled organization from the get go.  Frankly, Caprice Young is a horrible speaker and lacks the training in education to actually know what she is speaking about.  Another overpaid profiteer that should clean up her act and stop lying to media not everyone is for sale like she is.  Magnolia Science Academies are not the vehicle for CCSA to grow the charter movement in California no matter how much Lira the Gulen Movement pays to California Charter School Association.  Criminal crime cartels that smear, vilify and damage candidates that are perceived as pro public education will not be tolerated by the American people.

CCSA tactics are the same as the Gulen Movement no wonder they share the same address and are cozy roommates at 250 E. First St., Los Angeles, CA.  Hey Attorney General you reading?  Nothing like collusion and co- mingling of profit with non-profit funds not to mention all that generous government money bonds, grants, title I-V - DO WE SMELL ANOTHER FBI RAID on Gulen operated charter schools?
http://abc7.com/education/5-lausd-schools-lose-charter-status/1562886/

DOWNTOWN LOS ANGELES (KABC) --
Five schools have lost their charter status after the Los Angeles Unified School District Board of Education voted to deny their renewals Tuesday night.

The five schools include Magnolia Science Academy 1, Magnolia Science Academy 2, Magnolia Science Academy 3, Celerity Dyad and Celerity Troika.

The board could have revoked El Camino Real Charter High School's authority to operate, but decided to stay the action, as long as the school agrees to the district's terms.

The Los Angeles Daily News reported El Camino Real Charter High School's Executive Director David Fehte would resign under a tentative agreement that stops the charter revocation process started by LAUSD.

Under the agreement, Fehte would step down effective Oct. 26, according to The Los Angeles Daily News.

A review by the district found several problems with the high schools including alleged inappropriate spending, claims of importing foreign teachers and having possible conflicts of interest with corporations.

Tuesday's board meeting drew a large crowd of parents and teachers in downtown Los Angeles.

"I believe it's all about LAUSD trying to regain control of all the charters because our kids excel. We have great donors. We raise a lot of money as parents and as a community for our children," El Camino Real Charter High School parent Erin Sanchez said.

LAUSD has the highest number of independently operated charters in the U.S. school system.
http://www.latimes.com/local/education/la-me-edu-la-charter-renewal-votes-20161017-snap-story.html

The L.A. school board’s vote was 6 to 0 against a five-year renewal for three schools operated by locally based Magnolia Educational and Research Foundation. Board member George McKenna abstained.
Magnolia came under widespread scrutiny after the Turkish government accused it and other U.S.-based charters with Turkish governing boards of helping foment a failed July coup in Turkey. The schools’ leaders denied any involvement.
A more direct concern for L.A. Unified was Magnolia’s importing of Turkish nationals and their families for teaching and other staff positions. That past practice is the subject of an ongoing investigation by the district’s inspector general.
Magnolia operates 10 campuses, including eight in L.A. Unified; the ones up for renewal were Magnolia Science Academy 1 in Reseda, Magnolia Science Academy 2 in Van Nuys and Magnolia Science Academy 3 in Carson.

DON'T BE TOO CONFIDENT CAPRICE YOUNG....There are no favors left for you at the County and State.  You have no clout or credibility, without an expensive publicist you are nothing but a fraud.
http://patch.com/california/northridge/leader-embattled-charter-schools-confident-shutdowns-will-be-avoided
SAN FERNANDO VALLEY, CA -- A leader of two independent charter schools in the San Fernando Valley said in remarks published Friday that she's "very confident" they can avoid shutdowns by appealing their denied renewal petitions to the county and possibly the state.

The Los Angeles Unified school board Tuesday refused to renew three Magnolia schools serving 1,400 sixth- through 12th-grade students, including Magnolia Science Academy campuses in Reseda and Van Nuys, as recommended by district staff.
"I feel angry and frustrated and concerned, but I'm also very optimistic because I think we're going to be successful at making our case at the county level or the state level. We've done that before,” Caprice Young, CEO of Magnolia Public Schools and a former president of the LAUSD school board, told the Los Angeles Daily News.
The district cited the Magnolia schools' failure to timely respond" to document requests from LAUSD’s Office of Inspector General, which has been investigating Magnolia Public Schools for more than two years, and the Fiscal Crisis Management Assistance Team, an external state agency that provides financial oversight.
LAUSD board member Scott M. Schmerelson, who voted against the renewal, said Magnolia appears to have a great educational program but called it "the most secretive school" he has seen, the Daily News reported.

NAACP moratorium on charter schools recommended

no more manipulations of black and brown people!!!!

Breaking News: Charter Resolution Ratified by @NAACP National Board

Statement Regarding the NAACP’s Resolution on a Moratorium on Charter Schools
CINCINNATI – Members of the National Association for the Advancement of Colored People (NAACP) Board of Directors ratified a resolution Saturday adopted by delegates at its 2016 107th National Convention calling for a moratorium on charter school expansion and for the strengthening of oversight in governance and practice.
“The NAACP has been in the forefront of the struggle for and a staunch advocate of free, high-quality, fully and equitably-funded public education for all children,” said Roslyn M. Brock, Chairman of the National NAACP Board of Directors. “We are dedicated to eliminating the severe racial inequities that continue to plague the education system.”
The National Board’s decision to ratify this resolution reaffirms prior resolutions regarding charter schools and the importance of public education, and is one of 47 resolutions adopted today by the Board of Directors. The National Board’s decision to ratify supports its 2014 Resolution, ‘School Privatization Threat to Public Education’, in which the NAACP opposes privatization of public schools and public subsidizing or funding of for-profit or charter schools. Additionally, in 1998 the Association adopted a resolution which unequivocally opposed the establishment and granting of charter schools which are not subject to the same accountability and standardization of qualifications/certification of teachers as public schools and divert already-limited funds from public schools.
We are calling for a moratorium on the expansion of the charter schools at least until such time as:
(1) Charter schools are subject to the same transparency and accountability standards as public schools
(2) Public funds are not diverted to charter schools at the expense of the public school system
(3) Charter schools cease expelling students that public schools have a duty to educate and
(4) Cease to perpetuate de facto segregation of the highest performing children from those whose aspirations may be high but whose talents are not yet as obvious.
Historically the NAACP has been in strong support of public education and has denounced movements toward privatization that divert public funds to support non-public school choices. “We are moving forward to require that charter schools receive the same level of oversight, civil rights protections and provide the same level of transparency, and we require the same of traditional public schools,” Chairman Brock said. “Our decision today is driven by a long held principle and policy of the NAACP that high quality, free, public education should be afforded to all children.”
While we have reservations about charter schools, we recognize that many children attend traditional public schools that are inadequately and inequitably equipped to prepare them for the innovative and competitive environment they will face as adults. Underfunded and under-supported, these traditional public schools have much work to do to transform curriculum, prepare teachers, and give students the resources they need to have thriving careers in a technologically advanced society that is changing every year. There is no time to wait. Our children immediately deserve the best education we can provide.
“Our ultimate goal is that all children receive a quality public education that prepares them to be a contributing and productive citizen,” said Adora Obi Nweze, Chair of the National NAACP Education Committee, President of the Florida State Conference of the NAACP and a former educator whose committee guides educational policy for the Association.
“The NAACP’s resolution is not inspired by ideological opposition to charter schools but by our historical support of public schools – as well as today’s data and the present experience of NAACP branches in nearly every school district in the nation,” said Cornell William Brooks, President and CEO of the NAACP. “Our NAACP members, who as citizen advocates, not professional lobbyists, are those who attend school board meetings, engage with state legislatures and support both parents and teachers.”
“The vote taken by the NAACP is a declaratory statement by this Association that the proliferation of charter schools should be halted as we address the concerns raised in our resolution,” said Chairman Brock.

Despite what they are deeming unnecessary opposition, officials of the Magnolia Charter Schools in Los Angeles said they will fight to keep their doors open and that they want to ensure that the battle doesn’t overshadow what they’ve achieved over the last 15 years. Since 2002 MPS has cultivated a learning environment within their 10 schools in L.A. and Orange counties, that has fostered growth and viable achievements among some of the area’s neediest students. Now, they said, because they have a significant number of staff who are Turkish and Muslim, they have become the victims of strong arm tactics by the current Turkish president who feels the schools have been in cahoots with one of his challengers.
The charter school entity is reported to be among a variety of targets between Turkish President Recep Tayyip and his political nemesis Fetuhullah Gulen, a respected Muslim cleric. Tayyip has set out to prove that at least one hundred U.S. schools have given millions of dollars to Gulen and are supporting him. Reportedly, Magnolia Schools were co-founded by a group of Gulen’s supporters who are from Turkey.
MCS officials said they feel it’s largely the reason they are now being challenged by LAUSD and government officials, with audits and questions about the renewability status of some of their schools. They’re not giving in to any of the pressures they said, because their main focus is continuing to make sure that LAUSD’s kids are getting a quality education, one that is preparing them for university life and subsequently the real world.
Their main focus is improving students’ performance in reading, writing and math, reducing dropout rates and increasing the number of students who pursue careers in Science, Technology, Engineering and Math (STEAM).
“Almost all of our students are UC (University of California) ready when they graduate,” said Chief Academic Officer, Kenya Jackson.
“Magnolia schools don’t have barriers to education for some students and not others. Like being tested for ‘gifted’ for instance or. These students already face barriers. Why add more by telling them, ‘you’re not ready for robotics,’ or ‘you’re not ready for AP computers in 9th grade…’”
Officials like Jackson and CEO Caprice Young are doing everything they can, they said, to shield their learning communities from the challenges they are facing and to ensure that these students who need it most are getting a quality education comparable to their counterparts in more affluent schools.
“None of these [political] issues are present in our schools,” said Jackson.
“The point is,” said Young, “that these schools are valuable for Black and Brown students and shutting them down would take away that quality education.”
Two Magnolia schools, this year, were named among the top high schools in California and the nation.
“We’re proud to have our schools recognized as among the best in the state,” said Young.
“It’s further validation of Magnolia’s track record of ensuring that all students regardless of their socioeconomic or cultural background are prepared. Our results are a testament not only to our hard working students but also to our committed teachers, committed to seeing every student succeed.”
